The double“blind” review is an obligatory part of the publication process
Authors may recommend the relevant independent reviewers for their papers. They also may demand to exclude certain specialists or organizations and/or their departments from the list of potential reviewers of their papers.
The condition for the paper to be accepted for further publication is the revision of the paper by the author in accordance with the reviewer’s remarks or reasonable explanation of ignoring the remarks.
